What is a CPP?

During the pre-construction phase, and before setting up a construction site, the Principal Contractor must draw up a CPP (Construction Phase Plan).


The construction phase plan is a document that must record the:

As Principal Designer we would assist in providing information to prepare the plan and continue to liaise with the Principal Contractor as the construction phase progresses. Communication is key during the pre-construction phase to ensure that risks are eliminated as quickly as possible.


For those who haven’t put together a CPP previously, help is at hand with a downloadable template on the HSE website or via the CITB CDM wizard app.


The CDM 2015 suggests the following topic considerations when drawing up your CPP:

  • A description of the project such as key dates and details of key members of the project team;

  • The management of the work including:

    • The health and safety aims for the project;

    • The site rules;

    • Arrangements to ensure cooperation between project team members and coordination of their work;

    • Arrangements for involving workers;

    • Site induction;

    • Welfare facilities; and

    • Fire and emergency procedures;

    • The control of any of the specific site risks listed in Schedule 3 of CDM2015 where they are relevant to the work involved.
