The Late Appointment of a Principal Designer may seem inevitable, but it shouldn't be. It may be caused by the client not understanding their obligations or perhaps a change in the PD prior to construction phase. Either way, the PD should be instructed at the earliest phase of any project, as the role is prevalent at pre-construction.

We are often instructed late, and this can be detrimental to the health and safety of the project. In the case of late appointment, the client must be advised of the health and safety implications of the appointment, including but not limited to:
Time required to request and review Pre-Construction Information and Design Risk Assessments
Check that relevant management arrangements are in place to enable planning, managing and monitoring of the pre-construction phase
Time to liaise with the Principal Contractor to ensure they have all of the relevant information they require to commence with the works and act safely
Missed opportunities to eliminate, reduce or manage risk
Where late appointment means the Principal Designer is unable to fulfil their duties, the client becomes responsible for the timeframe in which a PD was not appointed.
